Buying land in Guanacaste is the most affordable way into the market and the most paperwork-sensitive. The lots that are truly ready to build have four things in hand: clean title in the National Registry, a registered survey (plano catastrado), a water letter guaranteeing a connection, and a municipal land-use certificate confirming residential use is permitted. A lot without a water letter can take years to secure one. Construction costs on the Gold Coast currently run in a range that makes building a well-finished home competitive with buying resale, but only if the lot is genuinely ready.

Yes, titled land anywhere outside the 200-meter Maritime Zone can be owned outright by a foreigner with no residency requirement. Land inside the Maritime Zone (the strip between 50 and 200 meters from high tide) is held by municipal concession, and foreigners cannot hold more than 49 percent of a concession unless they have five years of legal residency. None of the lots we list are concession land unless stated.
A carta de agua is the written commitment from the water authority (AyA or the local ASADA) to connect a specific property. Without it, the municipality will not issue a building permit. It is the single most important document when buying a lot, and we will not list a lot as build-ready without one.
